1 PURPOSE AND VALIDITY
The Internal Regulations of JESSENIA a.s. - Rehabilitation Hospital Beroun set out, in accordance with Act No. 372/2011 Coll., on Health Services and Conditions of their Provision (hereinafter referred to as "the Act"), the rules, rights and obligations of all persons who are present in JESSENIA a.s. - Rehabilitation Hospital Beroun, for the purpose of seeking, providing and ensuring health care.
If a patient has consented to the provision of health care services and severely restricts the rights of other patients, deliberately and consistently fails to comply with the proposed individual treatment procedure, or fails to comply with the Internal Regulations of JESSENIA a.s. - Rehabilitation Hospital Beroun and his/her behaviour is not due to a medical condition, JESSENIA a.s. - Rehabilitation Hospital Beroun may terminate the patient's care.
The Internal Regulations of JESSENIA a.s. - Rehabilitation Hospital Beroun (hereinafter referred to as "Internal Regulations of RNB") are binding for all inpatients and outpatients.

3 OWN DESCRIPTION
3.1 Patient reception
- Upon admission to the hospital (inpatient/outpatient care), the patient is required to present his/her ID card and health insurance card at the request of an RNB employee. If the patient or the patient's legal guardian refuses to provide proof of identity, the RNB or the health care worker may refuse to provide the health care service, except in the case of emergency care. If another person refuses to provide proof of identity, the hospital or health care professional may refuse to provide that person with the requested assistance or to allow that person to visit the hospitalized patient.
- In order to ensure the safety of the healthcare provided, patients shall be provided with an identification bracelet containing personal data on admission to the acute admission or destination ward.
- Patients are admitted to hospital on the basis of written informed consent, which is taken by the medical staff within 24 hours of admission.
- When providing health services to a minor patient over the age of 14 years, his/her opinion on the provision of the intended health services shall be sought if this is appropriate to his/her mental and voluntary maturity. This opinion must be taken into account as a factor which increases in importance in proportion to the age and degree of mental and voluntary maturity of the minor patient.
- The patient may withdraw his or her consent to the provision of health services. Withdrawal of consent shall not be effective if the performance of a medical procedure has already begun, the interruption of which may cause serious damage to the health or endanger the life of the patient.
- The patient has the right to express informed consent to the provision of health services. This shall be recorded in writing in the form of a negative reverse in the patient's medical record. If time conditions permit, it is recommended that the patient's expression of disagreement be repeated at least twice within a time interval of 30 minutes. Prior to signing the negative reversal, the patient must be informed by the physician of the seriousness of the medical condition to the extent and in a manner that makes it clear that failure to provide medical services may seriously harm the patient's health or endanger his/her life, and is informed of possible alternative solutions. All information provided to the patient is recorded on the negative reverse and placed in the patient's medical record with the signature of the informant, the informed and the witness.
- As part of the informed consent, the patient provides the names of the persons, the relationship of these persons to the patient and the contacts of the persons to whom information about the patient's condition may/may not be communicated, within a predetermined scope. These persons, as well as the scope of the information to be communicated, may be changed during the course of the hospitalisation.
- In the case of a minor patient or a patient with limited legal capacity, the right to health information and the right to ask questions shall be vested in the patient's legal representative or guardian and in the patient if he or she is of reasonable mental capacity and freedom to do so.
- If the court assigns a guardian or legal representative to the patient, everything outside the acute procedures must be discussed with these persons and informed consent is subject to their decision.
- Involuntarily admitted patients must be reported within 24 hours to the Beroun District Court, which shall decide within 7 days on the validity of their involuntary stay in the hospital.
- In order to ensure the protection of personal and sensitive data, information on the patient's health status may only be communicated to persons named in the informed consent and on the basis of a communication of a predefined password.
- On admission to hospital, the patient shall bring with him/her the required documentation (e.g. laboratory results, X-rays, admission referral, pre-operative examination, disability certificate, etc.).
- If the patient has any type of allergy, he/she is required to disclose this information to the medical staff of the department.
- If the patient is a self-payer, a draft agreement will be presented to the patient by the RNB whereby the patient will pay for the healthcare provided.
3.2 Decision on temporary incapacity for work, need for treatment
- The employed person is entitled to be issued with a decision by the attending physician:
o Decision on temporary incapacity for work - The decision on temporary incapacity for work is issued on admission for hospitalisation/outpatient treatment, up to a maximum of 3 days back. In cases where the patient's health condition does not allow for a statement on the issuance of temporary incapacity for work within the statutory period of 3 days, a request for retroactive recognition of incapacity for work can be submitted to the relevant department of the CSSS.
o Decision on the need for treatment - according to the current legislation.
o Decision on the need for long-term care - according to the legislation currently in force.
3.3 Nursing staff
- The patient has the right to know the name of his/her attending physician and other members of the healthcare team.
- All RNB staff are visibly identified with a card showing their name, surname, title and position.
- Teaching and training of medical students and medical school students takes place within the hospital. Teachers and students are part of the medical team, participating in the diagnosis and treatment of patients under the supervision of fully qualified medical staff. The patient has the right to be informed of this fact and to refuse the presence of these persons at any time. The patient shall also have the right to refuse the presence of persons who are not directly involved in the provision of health services during the hospitalisation. This shall be recorded in the informed consent to hospitalisation (part of the patient's medical record).
3.4 Diagnostic and therapeutic treatment plan
- Each patient is treated individually within the framework of the provision of health care on the basis of an individual treatment plan.
- The diagnostic and therapeutic plan is determined by the physician in collaboration with the patient and other members of the healthcare team, based on the patient's current health problem and pre-existing condition, in a logical and timely sequence, on the basis of recommended medical and nursing procedures, with the support of modern technology. This diagnostic and therapeutic treatment plan is drawn up at the time of admission and is subject to ongoing review, and the patient has the right to comment on the plan.
- The treatment plan includes a diagnostic assessment, treatment design, treatment regimen and discharge planning.
- The patient is obliged to comply with the regimen and to keep the medical staff truthfully informed of developments in his/her condition. He/she must stay on the ward during visits and other treatment activities, in a place designated by the medical staff, unless he/she is away from the ward for medical or diagnostic reasons.
- The patient shall have the right to ask the attending physician at any time for information on his/her state of health, the course of treatment, the results of individual examinations and the planned course of treatment.
- The patient shall be entitled to request the opinion of another doctor under the conditions laid down by law.
- It is the duty of the medical staff to verify the patient's identity before each diagnostic and therapeutic procedure by asking for the patient's name, surname, date of birth and checking the accuracy of the data on the identification bracelet.
3.5 Patient's personal belongings
- The patient shall come to the hospital with only personal clothing and items required for the hospitalisation (safe slippers, pyjamas, dressing gown, personal hygiene items - towel, soap, toothbrush and toothpaste, washcloth, comb, shaving, etc.).
- On admission to the hospital, the patient shall place his/her belongings in a designated place designated by the nursing staff of the relevant department.
- During hospitalisation, the patient shall have a designated area for civilian personal clothing, shoes and a bedside table.
- It is not advisable to carry large amounts of money or valuable items (jewellery, watches, glasses, valuables, etc.) on admission. If this is the case, valuables and larger sums of money can be stored against the receipt in the hospital safe. Only in this case can the patient claim any losses against the hospital. If this is not done, RNB is not liable.
- These items or cash will be returned against the same receipt on discharge from hospital.
- Mobile phones, laptops and other small electrical appliances may be used during hospitalisation with the following restrictions: medical staff visits, examinations, medical procedures.
- Use of mobile phones is allowed as long as their use does not disturb other patients and healthcare workers in the course of their work.
- The patient may use other electrical devices only with the consent of the attending staff.
- Inpatients may use their own underwear and shoes if there is no medical objection. If necessary, the nursing staff may lend the patient the necessary clothing. During hospitalisation, patients shall use their own toiletries and domestic footwear brought from home or delivered by relatives only if they are provided with replacement and maintenance.
- Patients are prohibited from bringing any cold weapons, firearms and ammunition onto the hospital premises, regardless of the fact that they are in lawful possession of such weapons. In case of violation of this prohibition, in order to ensure the protection of persons and property of the hospital, weapons and ammunition will be removed from the hospital premises with the assistance of the Police of the Czech Republic and the patient.
3.6 Medicines brought in
- If the patient brings chronic medication to the hospital, he/she is obliged to inform the medical staff of this fact.
- On admission to the ward, the patient shall hand over the medicines to the medical staff, who shall register them and store them in a safe place.
- The patient must not take any medication brought in during the hospitalisation without the knowledge and advice of the doctor.
- If a chronic medication is prescribed and a medication from that medication is not available in the RNB, the patient may be administered the medication brought in from the original, non-expired package for as long as necessary.
- At the end of the hospital stay, the stored medication is returned to the patient.
3.7 Daily regimen
- The patient has the right to privacy.
- The daily routine, including rounds, depends on the operating conditions of each ward and is approved by the ward manager. It is tailored to the nature of the ward and the treatment given and is part of the treatment programme, and all patients are therefore obliged to familiarise themselves with it and adhere to it.
- The daily routine of the ward shall be communicated to the patient on admission and the patient shall be obliged to follow it.
- The patient shall be respectful of other patients and their rights throughout the hospitalization, shall not interfere with the treatment regimen of other patients and shall allow the medical staff to perform their duties.
- The patient is obliged to behave courteously towards the healthcare staff and respect their instructions.
- If the patient has consented to the provision of health services, deliberately and consistently fails to comply with the proposed individual diagnostic and treatment plan, seriously restricts the rights of other patients, or fails to comply with the RNB Internal Regulations, and his/her behaviour is not due to a medical condition and is not life-threatening, the RNB may prematurely terminate the care of such patient.
- The patient shall maintain the cleanliness and orderliness of the rooms and all areas of the RNB.
- The patient shall be respectful of the hospital's facilities and shall not destroy them.
- Financial compensation is required for any damage caused by the patient to RNB property.
- It is forbidden to make audiovisual recordings of other persons during hospitalization without their consent.
- Patients are not allowed to enter rooms that are not reserved for them during the day (nurses' and doctors' rooms, staff kitchens, service and utility rooms, offices, etc.) without being asked.
3.8 Familiarisation with the operation of the ward
- Each patient is obliged to familiarise himself with selected RNB documents (RNB Internal Regulations, Fire Alarm Directive, Patients' Rights) on arrival at the hospital.
- Fire Alarm Directives with marked escape routes are prominently displayed on the walls of each ward.
- The patient has the right to familiarise himself with the spatial layout of the ward in which he is admitted.
3.9 Hygiene and epidemiological regime
- The patient shall be placed in the ward room according to the doctor's order.
- The patient is obliged to comply with the hygiene and epidemiological measures as instructed by the medical staff.
- During your stay in the hospital, take care of increased hygiene of your hands.
- The patient has the right to change bed linen at least 1x/7 days, in case of soiling at any time and further according to the specifics of each ward.
- The patient's escort is forbidden to enter strictly aseptic areas of the hospital (central operating theatres, operating theatres).
- No flowers may be brought or placed in the areas of the hospital where acute care is provided.
3.9.1 Mechanical hand washing
- Wash your hands under running warm water, with liquid antibacterial soap available within the toilet facilities, for approximately 30-45 seconds.
- Always wash hands as part of personal hygiene, before each meal, after using the toilet and when mechanically soiling.
- Pay particular attention to the interdigital spaces, thumbs, nail beds and backs of the hands.
- Rinse hands with warm running water.
- For drying, use disposable paper towels, which are located in the dispenser at each sink.
3.9.2 Hygienic hand disinfection
- Liquid/gel alcohol hand sanitisers are available for hygienic hand disinfection and are always placed in the corridors of the hospital/department before entering the room.
- Rub the disinfectant into dry hands in sufficient quantities of 1.5-3 ml, for 30 seconds. From fingertips to mid forearm, from fingertips to wrist.
- Pay particular attention to the interdigital spaces, thumbs, nail beds and backs of hands.
- Do not rinse with water or wipe off the disinfectant.
- Hygienic hand disinfection should be performed on arrival to the ward, on leaving the ward, on arrival to the room, on leaving the room and on contact with common surfaces (toilet facilities, common areas with other patients).
3.9.3 Waste handling
- The most common waste generated in connection with patient hospitalisation is municipal waste, hazardous waste, packaging material - plastic, glass.
- Municipal waste bins are available in the standard ward rooms and are labelled RNB with waste code 20 03 01.
- In ICU/resuscitation rooms, waste bins are labelled RNB with hazardous waste code 18 01 03.
- Plastic packaging is disposed of outside the municipal waste stream in separate containers (yellow bags), labelled with the RNB waste code 15 01 02.
- Glass waste is handed over by the patient to the unit staff, who then dispose of it under the code 15 01 07.
3.10 Catering
- Meals and diet are prescribed by the attending physician.
- Unless otherwise specified by the attending physician, it is served 3 times/24 hours at times according to the individual departments.
- Meals are served by a tablet system.
- A table and chairs are available in the patients' rooms for mobile patients. For lunch and dinner, mobile patients go to the dining room (patients of the Rehabilitation Centre and the Mental Rehabilitation Centre, excluding the closed CDR ward).
- For non-ambulatory patients, meals are delivered to the bedside.
- In justified cases, the patient is provided with a consultation of a nutritional therapist.
- Patients may consume their own/bring their own food and drinks only with the approval of the medical staff.
- Patients have a refrigerator at each unit for storing their own food and drinks.
- Food and drink intended for storage in this refrigerator must be labelled with the patient's identification (name, surname, date of birth).
- Food is regularly checked by staff and the hospital reserves the right to dispose of expired and unlabelled food.
- Patients are free to purchase food from the hospital cafeteria if this does not conflict with the treatment procedure or the instructions of the attending physician. There are two hospital cafeterias on the RNB campus:
o Jan Calta Rehabilitation Centre, Hall I, 1st floor
o Mental Rehabilitation Centre, Hall S, 1st floor
Opening hours of the cafés are daily from 7:00 am to 6:00 pm.
3.11 Visits
- The patient has the right to receive visits without restriction, taking into account his/her medical condition, the running of the facility and fellow patients.
- Recommended visiting hours are from 1:00 pm to 6:00 pm daily.
- Visiting conditions vary from department to department based on the needs and specifics of the individual department.
- The hospital is entitled to temporarily restrict/prohibit patient visits for serious reasons due to the current epidemiological situation.
- Visits by children are not appropriate in the ICU.
3.12 Outings
- If a patient is authorised by the attending physician to move outside the building (walking within the hospital premises), he/she must observe the walking times reserved and approved by the attending physician. Walking outside the RNB premises is authorised by the attending physician or the head of the ward.
- The patient shall wear his/her civilian footwear for walks.
- The patient must inform the nurse before leaving the ward and return to the ward at the agreed time.
- Arbitrary departure from the ward, the therapy unit or the hospital may be regarded as a breach of the treatment regime.
3.13 Spiritual and spiritual services
- In the provision of health care, hospital staff respect the value system of patients.
- Issues of a patient's spiritual and pastoral needs are primarily assessed on admission to hospital.
- Patients may express a desire to speak with a person who will meet their spiritual or religious needs at any time during their hospitalization.
- This service is provided not only to patients but also to the patient's relatives or nursing staff.
- From Monday to Friday, from 07:00 to 15:30, a health and social worker provides spiritual and spiritual services. Contact: + 420 311 745 144 or + 420 311 745 243.
- In RNB it is possible to mediate spiritual and spiritual services in religion:
o Catholic Christianity,
o Orthodox Christianity,
o Evangelical Christianity.
- On weekdays from 15:30 to 07:00, on weekends and public holidays these services will be facilitated by the non-medical health worker conducting the service.
3.14 Addictive substances
- Alcohol and other addictive substances (psychoactive drugs, psychotropic or narcotic substances) are prohibited during hospitalisation. In case of violation of this prohibition, in order to ensure the protection of persons and property of the hospital, addictive substances will be disposed of by the hospital staff, of which a written record will be made, or with the assistance of the Police of the Czech Republic and the patient, the addictive substances will be removed from the hospital premises.
- The patient is obliged to undergo, at the doctor's discretion, in justified cases, an examination to prove whether the patient is/is not under the influence of alcohol or other addictive substances.
- Smoking is prohibited in all RNB pavilions. Smoking is allowed in designated areas of the RNB outdoor area, unless it conflicts with the treatment regimen or the prohibition of the attending physician.
- Violations of these prohibitions may result in consequences.
3.15 Views and comments
- Patients can give their views and comments on their stay at the hospital through patient satisfaction questionnaires.
- Forms are available from all RNB departments or on request from ward staff.
- Completed forms can be dropped into the freely accessible boxes at each department.
- Many comments or dissatisfaction often arise from misunderstanding or misinterpretation of the situation and can often be resolved by joint discussion.
3.16 Complaints
- In the event of serious doubts about the course of hospitalisation, the treatment regime or the quality of the health services provided, the patient has the right to express his/her concerns.
- The form of complaint can be oral or written. A written or verbal complaint can be made at any time during working days, via the medical or nursing staff. In other cases, the complaint can be sent to the above address or to the following e-mail address: stiznosti@nember.cz.
- The patient may contact any member of the healthcare team, who is obliged to inform the management of the unit and the RNB Quality of Care Department immediately, or at the following e-mail address: stiznosti@nember.cz
3.17 Extra accommodation and extra care
- RNB offers the option of accommodation in superior hotel rooms or suites.
- Charges for superior rooms are not covered by public health insurance and can be used at an additional cost according to the current "Price list for superior accommodation services" published on the hospital's website or available on request from the medical staff.
- The possibility of accommodation in superior rooms or suites is limited by their capacity. To ensure that patients can be assured that we will be able to provide this service, we recommend booking prior to admission. We cannot guarantee the availability of these services if booked during admission. The attending physician will inform the patient upon request about the possibilities of providing health care in a more economical option with a financial contribution from the patient.
3.18 Hospitalization of accompanying persons
- Hospitalization of accompanying persons shall be decided by the head of the department/acting physician on the basis of the patient's medical condition, taking into account the capacity and operational possibilities of the department.
- The hospital has the right to restrict the presence of the escort in cases where the escort shows signs of infectious disease or intoxication or if the escort is aggressive or violent.
3.19 Presence of a dog with special training
- A patient with a sensory or physical disability who uses a guide or assistance dog has the right, with regard to his/her current medical condition, to be accompanied and to have the dog present in the health care facility, subject to the conditions set out below:
o The patient is able to provide routine care for the dog by himself or through another person;
o the ward concerned has suitable space for the placement of such a dog with the patient;
o the presence of the dog is only possible with the agreement of the head of the department concerned, taking into account all the circumstances, in particular the hygiene conditions and the rights of other patients;
o the patient/accompanying person must produce the dog's vaccination certificate with valid vaccinations required by law.
- The presence of the dog is prohibited in: central operating theatres and ICU.
3.20 Discharge of the patient from hospitalisation
- The patient has the right to be informed of his/her planned discharge from hospitalization.
- On discharge, the patient shall be informed by the attending physician of the course of treatment to date and of the further planned course of action.
- The patient shall be provided with a preliminary/final discharge report on discharge from hospital.
- The patient is provided with medicines and medical devices for 3 days or, if justified, for a longer period of time as necessary, in the form of an e-prescription on discharge.
- Within three days of discharge from hospital, the patient must visit his/her general practitioner and present the discharge report to him/her in order to consult on further treatment.
- After the end of the hospitalisation, the patient is obliged to pay all charges for services not covered by health insurance.
- Ambulance transport for patients who are unable to transport themselves to their place of residence or other designated location shall be decided by the attending physician at the time of discharge.
3.21 Self-pay patient
- A patient has the right to be informed in advance of the cost of health services not or partially covered by public health insurance and the method of payment for them, if his/her health condition so permits.
- If a self-paying patient is admitted to the RNB for a planned hospitalisation, the referring doctor is obliged to inform the insurance department of this fact, which will prepare a preliminary financial calculation for the self-paying patient for this hospitalisation on the basis of the list of planned procedures. The patient shall confirm his/her agreement with this preliminary financial calculation by signing the statement.
- The patient shall be obliged to reimburse the provider for the cost of health services not or partially covered by public health insurance or other sources which have been provided with his/her consent.
- The amount of payment for the provision of a health service is set at CZK 3 per 1 point (the amount of points for individual health procedures is set out in the "List of health procedures with point values").
3.22 Regulatory fees
- The patient pays the regulatory fee, if any.
3.23 Social services
- RNB provides the services of a social worker.
- Services offered:
o Socio-legal counselling,
o social investigations for socially at-risk patients, for patients with no social background of their own, for non-resident patients,
o cooperation in providing outreach social services such as home care and personal assistance,
o cooperation and provision of social services such as a home for the elderly, a long-term hospital, a nursing home, a children's home, a hospice, etc,
o information service for people with disabilities.
3.24 Inspection of medical records kept on the patient, taking extracts and copies
- The medical records kept on the patient are the property of the health service provider.
- Access to the medical records, making extracts and copies is possible on the basis of a request submitted to the Care Quality Department and payment of a fee according to the currently valid "Price list for administrative tasks", which is published on the hospital's website or available on request from the medical staff.
- The application form is freely available for download on the RNB website and on request from the medical staff of the department and the Care Quality Department.
3.24.1 Closed medical records
The closed medical records (after inpatient/outpatient treatment) may be inspected, copies made and extracts taken:
o The patient on the basis of an identity check.
o The legal guardian of a minor upon verification of the identity of the legal guardian and the minor's birth certificate. In the case of minor children of divorced parents or parents not living in the same household, both parents have the right to the information unless a final court order limiting or terminating parental rights has been documented.
o The guardian to whom the patient has been entrusted by court order, based on a check of the guardian's identity and the court order.
o A person designated by the patient on the basis of a notarized power of attorney related to the current application, within a well-defined scope, this power of attorney terminates upon the death of the patient, unless the wording of the power of attorney indicates otherwise.
o In the case of a deceased patient, a person close to the patient, unless excluded under Act 372/2011 Coll.
3.24.2 Open medical records
The patient has the right to inspect, make copies of and take extracts from the open medical records (during hospitalisation/outpatient treatment):
o The patient on the basis of an identity check.
o The legal guardian of a minor upon verification of the identity of the legal guardian and the minor's birth certificate. In the case of minor children of divorced parents or parents not living in the same household, both parents have the right to the information unless a final court order limiting or terminating parental rights has been documented.
o The guardian to whom the patient has been entrusted by court order, based on a check of the guardian's identity and the court order.
o The person designated and named by the patient in the informed consent for hospitalization, based on verification of the identity of the designated person.
3.25 Previously expressed wishes
- In the event the patient becomes in a medical condition in which he or she is unable to consent or object to the provision of health care services and the manner in which they are provided, the patient may express such consent or objection in advance.
- The previously expressed wish shall be in writing with a certified signature and written instructions on the consequences of such a decision by the registering general practitioner and the specialist doctor to whom the previously expressed wish relates.
- A patient may also make an expressed wish on admission to or during hospitalization and such previously expressed wish relates to the current hospitalization, for the provision of health care services by that provider after signature by the patient, the physician, and a witness.
- The previously expressed wishes are not applicable to minors and persons with diminished capacity.
3.26 Information on the location of security cameras
There are security cameras located in the RNB to monitor certain areas of the ward in order to provide surveillance of patients. Toilet areas are not monitored by the cameras, only authorised staff are allowed to monitor. No recordings are made by the cameras and the images are not transmitted outside the premises.
3.27 Parking
- There is a modern car park with a parking meter under the premises of the Rehabilitation Hospital Beroun.
- The first 60 minutes of parking is free of charge and thereafter parking is charged according to the current parking fee schedule. The price list can be found at www.nemocnice-beroun.cz/parkovani.
- If a patient is hospitalized in the RNB and parks his/her vehicle in the paid parking lot under the RNB, he/she will hand over the parking ticket generated by the parking machine at the reception office. The appropriate department assistant will set the arrival and departure dates in the individual patient's personal account to ensure a free departure upon discharge from the hospital.
- Patients staying in the RNB suite have parking in the parking lot below the RNB included in the cost of the inpatient stay. When the patient parks his/her vehicle in the parking lot under the RNB, he/she will pick up a parking ticket to hand in at the RNB Rehabilitation Center reception office, where an assistant will set the arrival and departure date in his/her personal account, thus ensuring free departure upon discharge from the inpatient stay.
- Patients staying in an apartment in the CDR building parking in the underground parking lot will have parking in that lot in a reserved space included in the cost of the inpatient stay.
3.28 CR Patient Rights
- The patient has the right to considerate professional medical care provided by understanding and qualified personnel.
- The patient has the right to know the name of the doctor and other health professionals treating him/her. The patient has the right to request privacy and services appropriate to the capabilities of the institution, as well as the opportunity to associate with family members or friends on a daily basis. Restrictions on such visits (so-called continuous visits) may be made only for compelling reasons.
- The patient has the right to obtain from his/her doctor the information necessary to enable him/her to make an informed decision on whether he/she agrees to any new diagnostic or therapeutic procedure before it is started. Except in cases of acute danger, he or she should be duly informed of any risks associated with the procedure. If there are more than one alternative procedure or if the patient requires information on treatment alternatives, he has the right to be informed of them. He shall also have the right to know the names of the persons involved.
- To the extent permitted by law, the patient shall have the right to refuse treatment and shall at the same time be informed of the health consequences of his decision.
- In the course of outpatient and inpatient examination, treatment and therapy, the patient has the right to have his privacy and shame taken into account to the utmost in connection with the treatment programme. Case analysis, consultation and treatment are confidential and must be carried out discreetly. The presence of persons who are not directly involved in the treatment must be approved by the patient, even in teaching establishments, unless the patient has chosen them.
- The patient has the right to expect that all reports and records relating to his/her treatment shall be treated as confidential. Protection of patient information must be ensured even in cases of computer processing.
- The patient has the right to expect that the hospital must, to the best of its ability, reasonably accommodate the patient's requests for care to the extent appropriate to the nature of the condition. If necessary, the patient may be transferred to another medical institution or may be transferred thereafter, on the basis of full justification and information about the necessity of the transfer and the other alternatives available. The institution which is to take the patient into its care must first approve the transfer.
- The patient has the right to expect that his treatment will be carried out with reasonable continuity. He has the right to know in advance which doctors are available to him, at what times and in what places. After discharge, he has the right to expect that the hospital will determine the process by which his doctor will continue to inform him of what his future care will be.
- The patient has the right to a detailed explanation that he or she can understand, even if the doctor has decided to use a non-standard procedure or experiment. The patient's written informed consent is a prerequisite for initiating non-therapeutic and therapeutic research. The patient may withdraw from the experiment at any time, without giving any reason, after being informed of the possible consequences of such a decision.
- A patient at the end of life has the right to sensitive care by all health professionals, who must respect the patient's wishes as long as they do not contravene applicable laws.
- The patient has the right and the duty to know and follow the applicable rules of the medical institution where he/she is being treated (the so-called hospital rules), as well as the right to check his/her bill and to demand justification for its items, regardless of who pays the bill.
